Those infected with infectious diseases can pass them on to others, causing a bigger strain on health systems.
Water is indispensable for a host of everyday needs, including purification for purposes of faith. There are many mentions of water in the Quran. According to one verse in chapter 8:
“It is He who sends down water upon you from heaven with which to purify you.” (8:11)
